State employees are prohibited from assisting any person or entity in legal matters against the state of Idaho, including acting as paid or unpaid agents, consultants, experts, or attorneys in claims against the state

"Legal matter" broadly covers litigation, quasi-judicial proceedings, administrative hearings, arbitration, mediation, and the development or resolution of legal claims

Applies to both nonclassified state officers/employees and classified state employees; does not apply to work performed in official duties or employees pursuing their own claims against the state

Violations carry civil penalties of up to $10,000 per violation or the amount of compensation received for the prohibited conduct, whichever is greater, plus mandatory termination from state employment

Declared an emergency measure, taking effect immediately upon passage and approval
