Adds two appointed commissioners to countywide highway districts in counties with populations over 200,000, in addition to the existing five elected commissioners—one appointed by the governor and one by the county commissioners

First county commissioner appointment expires December 31, 2026; first gubernatorial appointment expires December 31, 2028; thereafter all appointed commissioners serve four-year terms with eligibility for reappointment

Appointed commissioners possess the same powers and duties as elected commissioners but do not represent specific subdistricts

County commissioners, mayors, and city council members are ineligible to serve as countywide highway district commissioners

Declared an emergency measure, taking effect immediately upon passage and approval
