Authorizes the Department of Health and Welfare to intercept and retain child support payments to reimburse foster care assistance costs and requires notification to consumer reporting agencies when a non-custodial parent owes more than $2,000 in overdue support and is at least 3 months in arrears

Establishes a fee structure for child support enforcement services: $25 application fee, $25 fee per income tax offset collection, and $35 annual service fee for cases where at least $550 has been collected in a federal fiscal year

Creates new provisions for medical support enforcement, requiring the department to petition courts to include health insurance coverage in support orders and allowing obligors 20 days to request administrative review of enrollment notices

Requires support order reviews every 36 months and permits modification only when the calculated obligation differs from the existing order by at least 15% or $50 per month, whichever is greater

Repeals administrative rules in IDAPA 16.03.03 relating to Child Support Services and declares an emergency effective date of July 1, 2025
