Requires Idaho Department of Health and Welfare, Department of Transportation, and Department of Correction to furnish voter-relevant data to the Secretary of State monthly on the 25th, including names, dates of birth, addresses, social security numbers, driver's license numbers, and citizenship information

Mandates the Secretary of State request citizenship and eligibility data from the State Tax Commission annually by December 31, from federal agencies biannually by February 1 and July 31, and from the Social Security Administration monthly

Authorizes the Secretary of State to enter compacts with other states to compare voter lists and contract with commercial data providers and credit agencies to verify voter registration information, including citizenship status

Requires review of all new voter registration data against the federal SAVE (Systematic Alien Verification for Entitlements) database no later than 90 days before each statewide election, with county clerks initiating cancellations for deceased or ineligible voters

Declares an emergency with effective date of July 1, 2025, and requires annual legislative reporting on voter registration maintenance actions
