Prohibits board members and commissioners of 28 types of local government districts from receiving retirement benefits or health care benefits, including regional airport authorities, fire protection districts, irrigation districts, urban renewal agencies, and library districts

Standardizes compensation for many district board members at $50 per meeting with annual caps ranging from $1,200 to $2,500 depending on district type, with meetings required to be properly noticed and posted under Idaho's open meetings law

Eliminates the previous $35/day compensation for fair district directors and replaces it with expense reimbursement only under section 59-509(b) of Idaho Code

Removes fire protection district commissioners' ability to participate in employee benefit packages and receive special compensation during emergency declarations

Officials already receiving health care or retirement benefits prior to the act's effective date may continue receiving them until the end of the current plan year or fiscal year, and the act takes effect immediately upon passage as emergency legislation
