Requires Idaho Department of Health and Welfare to obtain legislative approval before seeking or implementing any Medicaid state plan amendments or Section 1115/1915 waivers that would expand coverage or increase net state costs

Mandates submission of work requirements for able-bodied Medicaid expansion adults (20 hours/week of work, volunteering, or job training) and allows those at 100%+ federal poverty level to use premium tax credits for marketplace plans instead of Medicaid, with applications due by July 1, 2026

Requires implementation of comprehensive Medicaid managed care and participant cost-sharing by July 1, 2026, while discontinuing the Healthy Connections value care and primary care case management programs by January 1, 2026

Prohibits Medicaid funds from covering gender reassignment procedures for adults 18+ and services from providers performing procedures prohibited under Idaho Code 18-1506C

Nullifies four sets of administrative rules (IDAPA 16.03.09, 16.03.10, 16.03.17, 16.03.18) related to Medicaid benefits and cost-sharing effective July 1, 2025, and declares the act an emergency taking effect upon passage
