Requires school districts to publish a list of all learning materials, including textbook titles and supplemental materials, on their website by October 1 of each school year

Mandates that schools provide education and health records to parents within 5 school days of request, unless documentation relates to abuse, abandonment, or neglect by that parent

Prohibits schools from adopting policies that prevent staff from notifying parents about a student's mental, emotional, or physical health changes, or that encourage students to withhold such information from parents

Requires parental consent before administering noncurricular surveys or screenings that address topics including sexuality, religion, political beliefs, mental health, or family financial information

Declares an emergency with effective date of July 1, 2025
