State agencies must report all executed MOUs, MOAs, contracts, and sub-agreements to the state controller within 10 business days of execution, regardless of funding source

Reports must include document title, execution and end dates, participating entities, summary/purpose, agency contact information, amendments, and monetary value including total cost, funding sources, and payment schedule

Exemptions include employment agreements with state employees (excluding settlements), routine invoices and purchase orders, student housing and financial aid agreements, and template agreements for short-term incidental purposes

Each agency must annually review, update, and certify the accuracy of its reported agreements by January 1, with certification signed by the agency head or authorized representative

State controller must maintain a centralized publicly accessible list of reported agreements, monitor compliance, and may report non-compliance to the governor and legislature; effective July 1, 2025
