Repeals Idaho's Defense of Life Act (Section 18-622) and the abortion trafficking law (Section 18-623), which currently restrict most abortions in the state

Repeals the Fetal Heartbeat Preborn Child Protection Act (Chapter 88, Title 18), which prohibits abortions after detection of a fetal heartbeat

Removes prohibitions on public funds being used to promote abortion, counsel in favor of abortion, or make abortion referrals, while maintaining restrictions on directly providing or performing abortions with public funds

Removes bans on abortion counseling and referrals at public schools and higher education institutions, though restrictions on actually performing abortions and dispensing emergency contraception (except in rape cases) remain

Effective date of July 1, 2025, with an emergency clause declaration
