Establishes that human life and personhood begin at the moment of conception, defined as the joining of sperm and egg through natural or artificial means

Requires all Idaho laws to be interpreted to grant preborn children at every stage of development the same rights, privileges, and immunities as other persons, citizens, and residents

Prohibits the state and political subdivisions from making any law, rule, or policy that denies personhood or the right to life of preborn children

Explicitly excludes creating causes of action against women for indirectly harming their preborn child through failure to follow prenatal care programs

Declares an emergency with effective date of July 1, 2025, and includes severability provisions if any portion is declared invalid
