Expands state-funded medical education slots outside the WWAMI program by 10 students per incoming class annually starting in 2026-2027, until reaching 30 students, with coursework and majority of clinical placements required to be physically located in Idaho for all but 20 students per class

Allows reduction of WWAMI program incoming class slots by at least 10 students beginning with the 2027-2028 academic year

Creates a 9-member working group including 2 legislators, representatives from Idaho College of Osteopathic Medicine, Idaho State University, University of Idaho, and State Board of Education appointees to develop a statewide medical education plan due by January 2, 2026

Requires Idaho residents accepted into any state-funded medical education program to sign contracts committing to 4 years of full-time medical practice in Idaho, with residency years served in Idaho counting as half-credit toward the requirement

Establishes that students who fail to fulfill the practice commitment must reimburse the state for education costs within 8 years on an interest-free amortized schedule, with provisions for suspension or waiver in cases of hardship
