All reading instruction for kindergarten through grade 3 must align with the "science of reading" and prohibits use of "three-cueing" instructional methods; curricular materials must not employ three-cueing systems

Creates new "independent literacy expert" role selected through state board RFP process to work with struggling elementary schools for three years, developing school literacy plans with up to 50% of fees contingent on successful outcomes

School districts must set annual literacy proficiency and growth targets for K-3 students that meet or exceed state-level growth targets; state board must present growth targets to legislature for approval in 2026

Declares an emergency with effective date of July 1, 2025; adaptive learning technology intervention tools must be evaluated every three years instead of annually
