Creates the Idaho Wildfire Risk Mitigation Fund in the state treasury to help homeowners and property owners protect against wildfire risks and reduce property insurance costs

Fund receives one-fourth (1/4) of premium tax collections exceeding $113 million annually, plus excess surplus line stamping fees and grants or private contributions

Director of the Department of Insurance may provide grants to citizens and communities for wildfire mitigation, with grant amounts limited to assist the largest number of applicants and potentially requiring matching funds

Fund is exempt from taxation and continuously appropriated; the director may appoint an advisory committee and establish rules and procedures for administration

Effective date of July 1, 2025, declared as an emergency measure
