Replaces the existing 100-question U.S. Citizenship and Immigration Services naturalization test with a new state-developed civics assessment aligned to Idaho content standards in American government, effective with the 2026-2027 school year.

Requires the new assessment to cover 11 specific components including Western civilization's influence on the American founding, the Declaration of Independence, constitutional principles, the Bill of Rights, congressional powers, the legislative process, executive and judicial branches, the electoral college, and federal/state/local/tribal government relationships.

Changes the earliest grade for civics test eligibility from grade 7 to grade 9, with students permitted to retake the test as often as necessary to pass.

Exempts students graduating prior to January 1, 2029, who completed prior civics requirements before the 2026-2027 school year from the new assessment requirement.

Declares an emergency with an effective date of July 1, 2025.
