Relocates Idaho's lobbyist disclosure laws from Chapter 66, Title 67 to a new Chapter 7, Title 74, repealing existing sections 67-6617 through 67-6622 and establishing comprehensive replacement provisions

Expands the definition of "lobbying" to include "indirect lobbying" — attempts to influence public opinion through email, text messaging, social media, billboards, television, radio, online advertising, and door-to-door solicitation

Requires lobbyists to file monthly reports within 15 days of month's end and report any indirect lobbying expenditure of $100 or more within 48 hours; itemization required for single expenditures exceeding $135 per person benefiting legislators or executive officials

Mandates disclosure statements on public communications paid for as lobbying expenses, stating "Paid for by [entity name]" and, if soliciting funds, "This is an attempt to solicit funds"

Establishes civil fines up to $250 for individuals and $2,500 for other entities for violations, with late filing penalties of $50 per day beginning 48 hours after deadline; willful violations constitute a misdemeanor with up to 6 months imprisonment
