Expands acceptable proof of identity for driver's licenses and identification cards beyond certified birth certificates to include valid, unexpired passports or other government-issued documents that provide satisfactory evidence of full legal name and date of birth

Removes the requirement that obtaining a birth certificate must be "impossible" before alternative documents can be accepted, allowing applicants who simply do not possess a certified birth certificate to use alternative documentation

Applies the revised identity verification requirements to Class D driver's licenses, instruction permits, commercial learner's permits, duplicate licenses, and state identification cards

Requires applicants for Class D driver's licenses who use alternative identity documents to also provide documentation establishing their relationship to a person willing to assume responsibility for them

Declares an emergency and takes effect July 1, 2025
