Prohibits entities established, chartered, or primarily governed by another U.S. state government from acquiring, holding, or operating any ownership interest in Idaho's electrical transmission facilities, including transmission lines, substations, and related infrastructure

Exempts private entities, investor-owned utilities, cooperative utilities, and independent transmission developers not directly created or controlled by another state government

Allows Idaho-based utilities and businesses to continue entering into contractual agreements for energy transmission services with out-of-state entities

Grants the Idaho Public Utilities Commission authority to review and authenticate ownership of electrical transmission infrastructure to ensure compliance

Requires violating entities to divest their interest in Idaho energy infrastructure within a period determined by the commission, but no later than 2 years from the effective date
