Appropriates $12,323,700 total to the Division of Career Technical Education for fiscal year 2026 (July 1, 2025 through June 30, 2026), including $10,050,000 from the General Fund and $2,273,700 from Federal Grant funds

Distributes $10,000,000 in ongoing General Fund dollars equally ($1,666,666 each) to six technical colleges for capacity enhancements: College of Eastern Idaho, College of Southern Idaho, College of Western Idaho, North Idaho College, Idaho State University, and Lewis-Clark State College

Requires each technical college to submit an interim report by December 31, 2025, and a final report by June 30, 2026, on expenditure of capacity enhancement funds to the Joint Finance-Appropriations Committee

Mandates a report by December 31, 2025, detailing all adult education and literacy spending over the preceding five fiscal years, including outcomes and return on investment

Exempts the Division from standard budget transfer limitations for federal Perkins Career and Technical Education funds, while prohibiting transfers between different funding sources without legislative approval
