Creates the Cybersecurity and Resiliency Fund in the state treasury to address Idaho's ongoing information technology infrastructure and cybersecurity technology needs

Fund receives money through legislative appropriation or transfer, with idle funds invested by the state treasurer and interest earnings retained in the fund

Office of Information Technology Services must create and annually update a 5-year plan for replacement of IT infrastructure and cybersecurity technology, submitted to the Division of Financial Management during the budget process

Cybersecurity technology covered includes network security, endpoint security, cloud security, data protection and recovery, encryption, identity protection, incident response, and penetration testing

Declared an emergency measure, effective July 1, 2025
