Prohibits board members and commissioners of 20 types of local government districts from receiving retirement benefits or health care benefits, including regional airport authorities, county fair boards, fire protection districts, library districts, and community college district commissions

Standardizes expense reimbursement for district officials by requiring compliance with Idaho Code section 59-509(b) for actual and necessary expenses incurred in official duties

Eliminates per diem compensation for several board positions, including fair district directors (previously $35/day plus mileage), animal damage control district directors, and regional public transportation authority board members (previously $40/day up to $1,000/year)

Sets compensation caps for certain positions: fire protection commissioners limited to $100/day and $2,500/year; joint city-county hospital board members limited to $100/day and $2,500/year; cemetery maintenance commissioners limited to $50/day and $1,200/year

Officials already receiving health care or retirement benefits continue receiving them until end of plan year (health care) or fiscal year (retirement); declared an emergency measure effective immediately upon passage
