Prohibits members of 20+ types of local government boards, commissions, and districts from receiving retirement benefits or health care benefits, including regional airport authorities, county fair boards, fire protection districts, hospital boards, library districts, and soil conservation districts

Grandfathers existing benefits: board members currently eligible for retirement or health care benefits may continue receiving them until their current term expires

Eliminates per diem compensation for several board types, including fair district directors (previously $35/day) and fire protection commissioners (previously up to $100/day with $2,500 annual cap), replacing with expense reimbursement only

Increases compensation caps for some boards: cemetery maintenance commissioners raised from $25 to $50 per meeting day and annual cap from $1,000 to $1,200

Amends PERSI (Public Employee Retirement System of Idaho) definitions to exclude elected/appointed officials who do not receive a salary and part-time board members who receive only honorariums or expense reimbursements from the "employee" definition
