Appropriates an additional $3,577,600 from the General Fund to the Idaho Digital Learning Academy (IDLA) for fiscal year 2026 (July 1, 2025 through June 30, 2026)

Reduces tuition charged by IDLA to school districts and charter schools from $75.00 to $40.00 per enrollment

Increases per-enrollment state funding for IDLA from $430 to $445

Prohibits withdrawals from the Public Education Stabilization Fund for IDLA services provided during fiscal year 2025, requiring IDLA to use existing cash balances for costs above appropriation

Requires IDLA to submit a detailed cost and expenditure report to the Legislative Services Office by August 1, 2025, covering service costs, budgeting methodology, and enrollment data by class type and grade level
