Requires annual independent inspections of public school facilities for safety and health code compliance, including mandatory testing for radon in basements regularly occupied by students, mold when moisture or water damage is suspected, and lead in buildings constructed before 1978 or with lead pipes.

School boards must report safety violations to parents, guardians, and affected staff, with fines up to $5,000 per violation and $1,000 per day for continuing violations assessed by the Division of Occupational and Professional Licenses.

Collected fines are deposited into the school district facilities fund established in Idaho Code section 33-911.

Employees who report violations in good faith receive whistleblower protections under Idaho Code section 6-2104 regarding protection of public employees.
