Creates a new 9-member Idaho Launch Grant Program Advisory Board consisting of 3 House members appointed by the Speaker, 3 Senate members appointed by the President Pro Tempore, and 3 public members appointed by the Governor to oversee program administration and determine in-demand career criteria

Transfers program administration authority from the Workforce Development Council to the Executive Director of the Workforce Development Council, with the advisory board setting policy on eligible institutions, career pathways, and grant prioritization

Beginning with spring 2026 graduates, restricts eligible coursework to programs requiring no more than an associate degree, certificates/training of 2 years or less, trade apprenticeships, or healthcare/engineering/IT careers not requiring postbaccalaureate degrees

Establishes spending priorities for excess In-Demand Careers Fund appropriations: first to eligible students in healthcare careers requiring postbaccalaureate degrees, then up to $10 million for enhanced grants to eligible students (with up to $5 million for adult learners), then to Idaho Opportunity Scholarships for students pursuing in-demand careers

Requires the advisory board to submit annual efficiency recommendations to the legislature by September 1 and takes effect July 1, 2025 under emergency declaration, with program provisions sunsetting July 1, 2029
