Single countywide highway districts in counties with populations over 200,000 must require primary elections for highway district commissioners beginning with the 2026 elections, following the same procedures as other partisan offices under Chapter 7, Title 34, Idaho Code.

Qualified voters may vote for each of the highway district commissioners rather than only the commissioner residing in the voter's subdistrict, changing from subdistrict-only voting to countywide voting for all commissioners.

Write-in candidates for single countywide highway district offices must receive at least 5 write-in votes at the primary election and file declarations of intent with the county clerk.

Single countywide highway district commissioner positions are added to election code provisions governing candidate declarations, primary ballot forms, party notifications, independent candidates, and vacancy filling procedures by central committees.

Declared an emergency measure with an effective date of July 1, 2025.
