Prohibits the sale of food or drink products intended for human consumption that contain cannabinoids in Idaho

Requires retail stores selling hemp products to obtain an annual license from the Idaho Department of Agriculture for $600, with a $25 fee for each additional store location under the same license

Authorizes the department to conduct inspections and collect samples for off-site testing, with license holders bearing all laboratory testing costs and having 5 days to request a retest

Establishes civil penalties of up to $10,000 per offense for violations, plus reasonable attorney's fees, with notice and hearing rights guaranteed under the Idaho administrative procedure act

Takes effect January 1, 2027
