Appropriates $4,207,600 to the Department of Health and Welfare for FY 2026 across Substance Abuse Treatment & Prevention, Mental Health Services, and Psychiatric Hospitalization divisions, while simultaneously reducing appropriations by $3,946,200 and eliminating 9 full-time equivalent positions from the Mental Health Services Division

Appropriates $16,473,900 for FY 2025 (effective immediately upon passage) for Mental Health Services and Psychiatric Hospitalization, including $6,743,800 for Adult Mental Health and funding for State Hospital South, State Hospital West, and Community Hospitalization

Prohibits the Division of Behavioral Health from using appropriated funds for training or programming that advances diversity, equity, and inclusion; critical race theory; or transgender ideology

Requires the Department to submit a report by January 15, 2026, exploring alternatives to the Child and Adolescent Needs and Strengths assessment, including opt-out options for certain questions, with any alternative explicitly excluding sexual orientation and gender identity assessment

Restricts federal funding flexibility by prohibiting state funds from supplanting reduced or eliminated federal funding without legislative approval, and requiring state matching funds to revert if federal funds are reduced
