Establishes a mandatory $9.00 "parks and recreation services fee" added to motor vehicle registrations under section 49-402(1) through (4), replacing the previous voluntary $10.00 Idaho State Parks Passport program

Grants Idaho residents with registered vehicles free entry to all state parks without paying motor vehicle entrance fees; nonresidents must purchase daily or annual passes from the Department of Parks and Recreation

Distributes the new fee revenue: 60% to the park and recreation fund, 16% to the OHV recreation fund, 13.5% to the state snowmobile fund, 10% to a new nonmotorized recreation fund, and 0.5% to the cross-country skiing recreation fund

Repeals existing snowmobile and off-highway vehicle (OHV) certificate of number requirements for Idaho residents; nonresidents must purchase user certificates ($59.50 for snowmobiles, $12.00 for OHVs)

Creates new dedicated funds for nonmotorized recreation, OHV recreation, and state snowmobile activities, with specific allocations for law enforcement, trail maintenance, avalanche safety, and grants to counties and organizations
