Five commissioners would represent Idaho at any Article V constitutional convention, appointed by concurrent resolution with majority vote in both chambers, and must maintain an odd number of commissioners in the delegation

Commissioner qualifications include U.S. citizenship and Idaho residency for at least 5 years, minimum age 25, no federal lobbyist registration or federal employment within 5 years, and no felony convictions involving moral turpitude

Commissioners are prohibited from voting to change the one-state-one-vote convention rule or supporting amendments that alter individual liberty guarantees in the Bill of Rights and specified constitutional amendments (13th, 14th, 15th, 19th, 23rd, 24th, 26th)

A three-member advisory committee of legislators would monitor commissioners, with authority to suspend or recall any commissioner who exceeds their authorized scope, pending full legislative action

Commissioners receive the same compensation and expense allowances as state legislators, and criminal penalties may apply to anyone who bribes, threatens, or obstructs commissioners in their duties
