Authorizes the Legislative Council to appoint a committee to study new large electricity loads (above 20 megawatts) and ratepayer protections in Idaho

Study scope includes electricity generation, transmission, substation and distribution infrastructure, future planning, and current ratemaking processes

Committee will focus on maintaining Idaho's current standard of low-cost, safe, and reliable electricity

Nonlegislative members may be appointed by committee cochairs but cannot vote or receive reimbursement for expenses

Committee must report findings, recommendations, and any proposed legislation to the Second Regular Session of the 68th Idaho Legislature
