Idaho voters approved Medicaid expansion via ballot measure in the 2018 general election, and the Legislature passed Chapter 318, Laws of 2019 with four restrictions: family planning limitations, alcohol and drug treatment restrictions, work or educational requirements, and rules directing newly eligible recipients to first apply through the state insurance exchange

The Idaho Department of Health and Welfare submitted waiver requests to the Centers for Medicare and Medicaid Services (CMS) in fall 2019 to implement these restrictions, but has received no formal response from the federal government

The Legislature reaffirms its commitment to the Medicaid policies detailed in Chapter 318, Laws of 2019

Calls upon the U.S. Department of Health and Human Services to review and expeditiously approve Idaho's pending 2019 waiver submissions

Directs copies of this memorial to be sent to Congress, Idaho's congressional delegation, the HHS Secretary, and the President of the United States
