Proposes amending Article IX, Section 9 of the Idaho Constitution to remove the Legislature's authority to require children ages six to eighteen to attend public schools unless educated by other means

Adds new constitutional language establishing that "the right of the people to educate their children without government regulation outside of the public schools of the state shall not be infringed"

Requires the amendment question to be submitted to Idaho voters at the next general election

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the proposed amendment and arguments as required by law
