Amends Rule 70 to restrict floor access during active business to only legislators and legislative employees, requiring all others to leave when the chamber is conducting business

Elected state officials and former state legislators must now be sponsored by a current legislator to gain floor admission

Former legislators and elected officials must leave the floor before business commences unless the Speaker of the House specifically authorizes them to remain

Removes reference to "of the House" regarding Speaker clearance for other guests, while maintaining requirement for clearance through the Speaker or designees and the Sergeant at Arms

All non-legislators (elected officials, former legislators, legislative employees, news media) must continue wearing Chief Clerk-prepared badges for floor access
