Persons who did not possess an Idaho trapping license before July 1, 2011, must complete a trapper education course and obtain a certificate before being eligible for a trapping license.

Unlicensed individuals may trap without a trapping license when accompanied by and under direct supervision of a licensed outfitter or guide who holds a valid Idaho trapping license and trapper education certification, provided the supervised person holds an Idaho big game hunting license.

Expands required curriculum for hunting, trapping, and archery education programs to include eight specific topics: safe equipment handling, weapon safety, wildlife conservation and laws, conduct and property rights (including trespass laws), species identification and non-target avoidance, ethical practices, first aid, and outdoor survival.

Education program fees are capped at $8.00 for persons 17 and under and $8.00 for persons 18 and older.

Declared an emergency measure with an effective date of July 1, 2025.
