Repeals 18 existing Idaho Code sections relating to hospital licenses and inspection, replacing them with a new "Streamlined Facilities Licensing and Inspection Act" governing hospitals, nursing facilities, and intermediate care facilities

Requires hospitals to maintain Medicare certification through a CMS-recognized accreditation organization; nursing and intermediate care facilities must maintain CMS certification to be licensed

Eliminates state licensing requirements for Medicare-certified hospice agencies and home health agencies, relying instead on federal certification standards

Establishes penalties for operating facilities without a license: misdemeanor offense punishable by up to 6 months jail time, fines up to $300, or both, with each day of violation constituting a separate offense

Nullifies four sets of IDAPA administrative rules (16.03.02, 16.03.07, 16.03.11, 16.03.14) relating to skilled nursing facilities, home health agencies, intermediate care facilities, and hospitals effective July 1, 2025
