Increases livestock dealer license fees from $100 to $300 annually, with authorized representative fees rising from $35 to $100

Establishes new $36/hour fee for brand recording research and $10 fee for duplicate brand inspection certificates

Declares an emergency with effective date of July 1, 2025, and nullifies certain administrative rules in IDAPA 11.02.01 related to the Idaho State Brand Board
