Amends Idaho Code Section 16-2005 to allow the Department of Health and Welfare to initiate parental rights termination for children in the department's legal custody without requiring a subsequent hearing on the merits

Adds a new exception to the mandatory court hearing requirement when a consent to termination is signed by parents and the termination is initiated by the department for a child in its legal custody

Makes technical corrections throughout the statute, including updating punctuation and changing "upon" to "on" and "parent(s)" to "parent or parents"

Declared an emergency measure, effective July 1, 2025
