Prohibits the state, political subdivisions, and public health districts from ordering residents to stay home, close businesses, social distance, or wear masks during any declared or undeclared emergency

Bans government advertising recommending public use of vaccines, drugs, or medications classified as experimental or approved under FDA emergency use authorization

Establishes patient rights including emergency treatment, informed consent with signed written authorization for vaccines or experimental drugs, right to refuse treatment, choice of providers, and privacy over medical information

Requires hospitals to allow family visitation unless the patient refuses or the attending physician denies it for documented medical reasons; prohibits blanket administrative policies denying visitation

Effective July 1, 2025, with enforcement by the attorney general and prohibition on healthcare providers accepting government funding in exchange for violating these provisions
