Establishes eligibility screening criteria for children's mental health services requiring individuals be under 18, Idaho residents, have a DSM-5-TR diagnosis (excluding substance use or developmental disorders alone), and demonstrate substantial functional impairment

Creates eligibility requirements for adult and adolescent substance use disorder services including income at or below federal poverty guidelines, Idaho residency, priority population membership, DSM-5 substance-related disorder diagnosis, and meeting ASAM level of care specifications

Requires residential treatment providers contracting with the department to be nationally accredited by the Commission on Accreditation of Rehabilitation Facilities and hold ASAM level of care certification for Level III services

Allows individuals denied background checks to apply for behavioral health waivers to provide substance use disorder treatment, recovery support services, or peer support specialist services, with supervised work permitted while waiver requests are pending

Nullifies three administrative rule chapters (IDAPA 16.07.17, 16.07.33, and 16.07.37) relating to substance use disorders services, adult mental health services, and children's mental health services effective July 1, 2025
