Local school boards and public charter schools must adopt policies governing student use of electronic communications devices (including cell phones) in school buildings and on school grounds during school hours by December 31, 2025

Policies must emphasize limiting student device use as much as possible and reducing device-related distractions in classroom settings

Schools are not required to ban all device use, but may choose to prohibit students from carrying devices entirely on school property during school hours

Policies may include exceptions such as accommodations for individualized education programs (IEPs) and must specify disciplinary measures for violations

Schools must make their adopted policies publicly available and display them prominently on their websites; the act takes effect July 1, 2025 under an emergency declaration
