Amends Idaho Code Section 22-4505 to require courts to award reasonable attorney's fees and costs to agricultural operation owners who prevail in nuisance lawsuits when operating in compliance with state agricultural law

Establishes escalating penalties for filing multiple meritless complaints against a specific agricultural operation within a two-year period: $150 fine for the second complaint, $300 fine for the third, and misdemeanor charges for the fourth or subsequent complaints

Defines "meritless complaint" as any complaint alleging an agricultural operation constitutes a nuisance when that operation was actually operating in compliance with the law at the time

Applies to complaints filed with the Idaho Department of Agriculture, Department of Environmental Quality, Department of Lands, or any other state or local law enforcement agency

Declared an emergency measure with an effective date of July 1, 2025
