Requires foster parents to complete training on the reasonable and prudent parent standard, with department-provided ongoing training on foster parent rights and responsibilities, childhood trauma, child behaviors, first aid, gun safety, and maintaining parent-child connections

Voids specified administrative rules in IDAPA 16.06.02 (Foster Care Licensing) upon passage and declares an emergency for immediate effect
