Creates new state crime of "unlawful presence of a dangerous illegal alien" for individuals with prior convictions for serious offenses (murder, rape, robbery, kidnapping, drug trafficking, etc.) who enter or remain in Idaho—first offense is a misdemeanor with up to 6 months jail and $1,000 fine; second offense is a felony with 1-2 years imprisonment and up to $10,000 fine

Establishes felony crime of "smuggling a dangerous illegal alien" for knowingly transporting such individuals into Idaho, punishable by 1-2 years imprisonment and up to $10,000 fine, with separate offenses charged per person transported

Requires custodial authorities to comply with federal immigration detainers and notify DHS within 48 hours when a confined person is determined to be an illegal alien

Adds mandatory 5-year sentencing enhancement for any person 18 or older convicted of a "dangerous crime" while in the country illegally, which must be separately charged and proven at trial

Prohibits release of convicted illegal aliens from confinement before sentence completion unless DHS confirms it will take custody for deportation, and authorizes state/local transport of illegal aliens to federal facilities
