Amends Idaho Code Section 43-320 to create an exception allowing irrigation district directors and officers to have direct or indirect interest in board-awarded contracts specifically for groundwater recharge purposes, provided they receive no profits from such contracts

Maintains the general prohibition against irrigation district directors and officers having financial interest in contracts awarded by the board or profiting from such contracts

Violations remain a misdemeanor punishable by forfeiture of office, a fine up to $500, imprisonment in county jail for up to 6 months, or both fine and imprisonment

Declared an emergency measure, effective July 1, 2025
