Amends Idaho Code Section 42-909 to expand manager appointment authority for distributing laterals, ditches, and conduits from irrigation districts only to also include canal companies and other irrigation entities

Changes requirement from mandatory ("shall") to permissive ("may") for irrigation district, canal company, or irrigation entity boards to appoint managers upon demand when water users don't select one themselves

Extends compensation-setting and proration responsibilities to canal companies and other irrigation entities, allowing their secretaries to prorate manager compensation among water users based on acres irrigated

Sets payment deadline for prorated manager compensation as the date when irrigation district assessments become delinquent

Declared an emergency measure, effective July 1, 2025
