Property owners and managers are limited to charging rental application fees to no more than two applicant households per rental unit at any given time

Fees may only be charged when a unit is available or expected to become available within 60 days, unless the applicant consents in writing to being placed on a waiting list

Landlords must disclose all screening criteria (criminal history, credit score, income, employment, rental history) before accepting an application fee

Application fees must be limited to actual costs of completing criminal history checks, background checks, and other application processing expenses

Takes effect July 1, 2025 as emergency legislation
