Prohibits Idaho public institutions of higher education from establishing or staffing diversity, equity, and inclusion (DEI) offices or hiring DEI officers, with funds previously allocated for DEI in fiscal year 2026 eligible for reallocation to merit scholarships for in-state students

Bans diversity training, bias reporting systems, and requirements that students enroll in DEI-related courses to satisfy degree requirements, while also prohibiting discrimination or preferential treatment based on race, sex, color, ethnicity, or national origin in admissions and hiring

Defines DEI broadly to include concepts such as unconscious bias, microaggressions, systemic racism, intersectionality, gender theory, and related critical theory tenets

Requires annual compliance reports from institution presidents to the attorney general and legislature by January 15 each year, with the 2026 report requiring disclosure of all DEI offices, officers, and trainings from the preceding five years

Authorizes enforcement through attorney general action with civil penalties up to 2% of an institution's operating budget, and creates a private cause of action for students, staff, and alumni to seek injunctive relief; effective July 1, 2025
