Adds definition of "Indian child" to Idaho Safe Haven Act as an unmarried person under 18 who is a member/citizen of an Indian tribe or eligible for membership and is the biological child of a tribal member

Allows custodial parents to voluntarily disclose Indian tribe membership or citizenship when surrendering a child at a safe haven, though no information is required

Requires Department of Health and Welfare to maintain a list of licensed adoption agencies and transfer custody of abandoned children to a selected agency within 24 hours, unless exigent circumstances exist

Mandates compliance with federal Indian Child Welfare Act (ICWA) when any party knows or has reason to know the child is an Indian child, including sending notification to the child's tribe within 10 days

Declares an emergency with effective date of July 1, 2025
