Prohibits the Director of the Idaho Department of Water Resources from issuing orders establishing new or revised methodologies for determining material injury under conjunctive management rules without first providing affected persons notice and opportunity to request a hearing

Requires any final order establishing new methodology to be issued no later than December 1 prior to the year the order takes effect

Exempts emergency proceedings and informal dispositions from the new notice and hearing requirements

Does not apply to orders that implement or apply existing methodology steps for conjunctive water right administration

Declared an emergency measure, effective July 1, 2025
