Amends Idaho Code to change legislative findings from stating cloud seeding "is" in the public interest to "may be" in the public interest, and from stating it "has resulted" in water supply increases to "may result" in increases

Requires the Idaho Water Resource Board to publish annual reports including operational data (dates, locations, methods), environmental impact science, public engagement documentation, and effectiveness metrics such as snowpack or reservoir level increases

Mandates cloud seeding operators submit monthly reports within 45 calendar days of each operational period, detailing locations, flight paths, materials used, and methods

Restricts state funding for cloud seeding to basins where the Board determines existing water supplies are insufficient to support water rights, water quality, recreation, or fish and wildlife uses

Exempts state-funded or Board-authorized cloud seeding operations from liability claims including trespass and nuisance, and from state or local permit requirements; effective July 1, 2025
